Development of Project Concepts

The project for the UNIDO North-Western International Cleaner Production Centre (2000) and the concepts of international programmes for protecting the waters of the Baltic Sea, for the Altai Republic and for Thailand.

The UNIDO Centre project

2000

Dr Startsev drew up the project for the North-Western International Cleaner Production Centre, established by UNIDO in Saint Petersburg as the executing agency of an international project under the UNIDO – Russian Federation Cooperation Programme for 1999–2002 (about the Centre).

Protecting the international waters of the Baltic Sea

2005–2008

From 2005 the Centre prepared a large international UNIDO project for protecting the waters of the Baltic Sea from oil and chemical pollution, as part of the industrial and environmental safety system in the Baltic. The concept was supported by federal ministries, the relevant State Duma committees and the Government of Saint Petersburg; in 2007 the project was included in the environmental part of the cooperation programme between Saint Petersburg and the Khanty-Mansi Autonomous Okrug – Yugra. In May 2008 the Saint Petersburg Committee for External Relations wrote to the Ministry of Foreign Affairs of Russia in support of the project.

The technical core of the concept is a monitoring centre for industrial and environmental safety built on the formula “GIMS = GIS + model”: a geographic information system combined with mathematical forecasting models (about GIMS technology).

“From Gulf to Gulf”: Bangkok

A pre-project proposal for an international project of UNIDO and Thailand, “From Gulf to Gulf: expert assessment of the possibilities for modernizing the sewerage system of Bangkok, testing and transfer of environmentally sound technologies (TEST) for the protection of the international waters of the Gulf of Siam from chemical pollution”, carrying the experience of the Gulf of Finland and SUE Vodokanal of St. Petersburg to the capital of Thailand, where untreated effluent flows into the Chao Phraya River and on into the Gulf of Siam. Estimated budget: USD 12 million; duration: 24 months.

The idea “From Gulf to Gulf” was first presented in the Centre's presentation in Bahrain in 2007.

“Transformation”: the Altai Republic

2019

In December 2019 Dr Startsev prepared the concept note for the international UNIDO project “Transformation: The Silk Road Ecological Belt, the Unity of Nature and People of the Greater Eurasian Partnership”. It starts in the Altai Republic, where primeval forests and Lake Teletskoye have been preserved, and extends sustainable development practices to the countries of the Eurasian Economic Union, the Shanghai Cooperation Organisation and the wider Eurasian space. Proposed participants: Russia, China, Switzerland, Kazakhstan, India and Mongolia.

The concept proposes an Innovation Science and Technology Centre “Noosphere”, based at the regional investment site “Pearl of Altai”, as the executing agency of an Eco-Industrial Park set up as a UNIDO project, with the support of the expert group of Academician S. Yu. Glazyev and with the participation of the working group of the Ministry of Natural Resources. A separate proposal calls for an international “Green Helmets” contingent under the auspices of the UN, modelled on the Blue Helmets, to protect natural ecosystems.

On 25 April 2019 in Xi'an (Shaanxi Province, China) the Centre signed a cooperation agreement with the leadership of Fengdong (Xixian New Area).
