Voluntary assistant to Members of the relevant State Duma committee. He took part in preparing parliamentary hearings and committee meetings.

On 8 February 2006 the State Duma Committee on Environmental Protection (decision No. 68-4) supported the initiative of the UNIDO North-Western International Cleaner Production Centre to work with the committee on the legislative, international and information support for the construction of the North European Gas Pipeline across the Baltic Sea.

On 17 May 2006 the Smolny hosted the seminar “Implementation of Chemical Leasing business models in Russia”, with UNIDO, the Ministry of Natural Resources of Russia and representatives of the State Duma Committee on Ecology.

On 3 May 2006 in Vienna the Chairman of the Saint Petersburg Committee for External Relations, A. V. Prokhorenko, and the First Deputy Director-General of UNIDO, D. I. Piskunov, signed a protocol supporting the Centre's demonstration project on Chemical Leasing at the city's enterprises.

In May 2008 the Committee for External Relations supported the Centre's project for protecting the waters of the Baltic Sea from oil and chemical pollution and appointed the Centre the responsible organization for Saint Petersburg in an international project of the Baltic Sea Region 2007–2013 programme.
